1. Install Electric Plum using the setup file found at http://www.electricplum.com/studio.aspx.
2. Right-click any page in your web application/site in Visual Studio and click the "Browse With..." option. Then go to the Electric Plum folder in your Program Files folder and select the EXE.

This will add the iPhone, iPad, and responsive emulator to your " Browse With..." menu.
Electric Plum should then work from Visual Studio 2013.
Not only will with the emulator work with localhost but you can browse live sites as well.
